thursday of the septa strike, with annie mccormick and katherine scott and karen rogers. >> it's warm out there, and we're going to have rain? >> reporter: it's warm, i'm not using a coat. we're dealing with low cloud cover, we'll have sun early, but the clouds will get thicker and showers out by pittsburgh will roll east and we'll get an afternoon showers or thunderstorm. 57 degrees and mild, winds out of the south very light. wilmington keeps climbing. 68 degrees in wilmington. at the airport south of the city. 58 degrees in dover, 49 degrees cooler in allentown and 60 in cape may. here's where the numbers will roll in the 1 hour forecast. 59 degrees by 7:00 a.m. 64 by 10:00 a.m., 72 by noon. high of 76 around 2:00 p.m. the clouds get thicker and the showers roll in.

we have an accident block be the vine street expressway eastbound that cleared, eastbound just a little slow, web jammed from booed street to the schuylkill expressway with the strike we're seeing more people hit the roads. that's hang already today. we're jamming up in spots and accidents just to confuse the issue let's get to the latest with the regional rails, we're seeing the delays kick in. airport line 15-minute delay, media/elwyn tweament running yesterday -- it wasn't running yesterday, it's running today. chestnut hill west 20 minutes late. fox chase line expect delays. norristown high speed line they have a disabled train all people have to board on the inbound platform that's the norristown high speed line. the transit agency and the union saw talks breakdown overnight. annie mccormick is live in

center city where both sides will try to take a crack at it we'll see how successfully today. >> reporter: we hope they will go back to the table, nothing has been scheduled at this time. there was on optimism on both sides talks broke down by 11:00 p.m., there was a statement released by the board chairman saying this should be the last resort and the union should be trying to get to an agreement sooner rather than later. take a look at part of the statement saying our proposal provides significant financial benefits to the union for years to come. i asked that the transportation workers leadership meaningfully engage in negotiations without delays. pension reform and changes in how operators are scheduled because of issues like driver

fatigue. septa adopted a new plan is at the union request that would increase benefits and provide wage increases and addressing healthcare and addressing the rise in healthcare. it does not appear according to lawmakers on the city, state and federal leave -- level there is any money to be put into the septa budget. there's no talks scheduled at this time. the union has not responded to the statement that was released around 11:00 p.m. septa said they will go to court to get an injunction to make sure on election day septa workers are back to work. annie mccormick channel 6 "action news." back to you. we reached the time of the morning where the regional rails start to become a real mess.

katherine scott is at the queen lane stop in germantown. >> reporter: we're starting to see commuters start to show up to hop on the regional rail train going into town as we hit day three of the strike. commuters are hoping a resolution comes quickly frustration is on the rise. during yesterday's commute regional rail riders were met with long weight times, trains bypassed stations due to overcrowding in cars. since the strike began, uber ridership has jumped more cars on the roads snarling traffic. >> i'm pro union, but it's tough to be sympathetic. i hope they settle it. >> reporter: back here live along the chestnut hill west line, it's quieter, but commuters look for alternate

county. there are injuries on the scene. watch for that big issue. the other major issue, the strike all kind of problems with regional rails, ten minute delays, chestnut hill line, norristown high speed line, back to normal after a disabled train. >> annie mccormick has been following the effort to end the strike, she joins us live in center city with deployment after last night and what -- deployment after last night and disappointment after last night and now talks are expected to resume this morning. the chairman of the septa board released a statement it's the first time we've heard from septa during the negotiations. he said a strike should be the last resort and urgency on the union's participant to resolve the matter. this is part of the statement

here saying septa negotiators believe progress toward a deal was made. each and every of the siegely positive turns 234 brought a hat to the negotiations. the union wants pension reform and how operators are scheduled because of driver fatigue. septa said she adopt add new plan at the union request that would increase benefits and provide wage increases and healthcare and the rising cost of same across the country. all this will have to be done in the septa budget constraint. it doesn't look like there's any money available on the budget on a city, state, or federal leveling. the chairman addressed that they will file an injunction to make sure septa will be available on election day, that injunction would be done in federal court

turned into a death investigation in south philadelphia. firefighters found a burning body on top of a mattress on the embankment of west passyunk after. the homeless are known to frequent the area. developing a home owner tried to fight off three armed intruders in delaware and ended up getting shot in wilmington, at 2:00 a.m. the critical -- the victim is in critical condition. the armed trio fled. it is unclear if they stole anything from the home. the longest curse in baseball ended with an epic win. this was cub fan reaction to the final out. check out the backup, almost an hour now. 55 minutes on i-95 northbound from vine to woodhaven near cottman, it's a full fledged zakaria messoudi on -- full-fledged mess on i-95. southbound is heavy, that's usually the heavier delay, but northbound an hour to travel from vine to theoodhaven. 17 miles per hour i-95 near bridge. vine is heavy near the schuylkill expressway. schuylkill expressway 14 miles per hour as you head web through south philadelphia. 15 miles per hour approaching the boulevard to past belmont on the schuylkill expressway. of course, mass transit, the big issue is the strike and how it's

washington post tracking poll hillary clinton and donald trump are tied at 46% east. three polls in the battle fer battlegrounds of pennsylvania are in agreement showing clinton maintaining a narrow edge over her republican rival. republican will be in florida and president obama is there, as well, campaigning on clinton's behalf.
